HESPUL is an internationally recognised not-for-profit organisation specialised
in Rational Use of Energy and Renewable Energy Saving promotion through technical, educational and social activities.
HESPUL’s field of action varies from the participation in grass-roots level open-days and information evenings, to lobbying policy-makers at regional, national and European level through active participation in divers generalist or specialised official working groups, informal networks and professional federations. As the Energy Information Centre for the Rhone District, HESPUL, with the support of the main public authorities in the region, is the contact point for over 400 000 inhabitants in the rural and semi-rural areas surrounding the conurbation of Lyon, and is actively supporting them in the development of renewable energy and energy efficiency actions and policies.
HESPUL has been involved in more than twenty European Projects since 1993 and has been co-ordinator or assistant to co-ordinator of 4th, 5th and 6thFramework as well as Altener projects, varying from the implementation of small scale grid-connected PV systems in early 90ies to the “SARA” Eco-building project (2002-2005) and the “Renaissance – CONCERTO” program started in 2005 and still on-going with more than 75 000 sqm of low-energy buildings and 80% of renewable sources in energy supply in Lyon.
HESPUL has developed from these highly significant field experiences a practical know-how concerning design, implementation and operation phases of low-energy – high RES- coverage new and retrofitted buildings and has then built on these experiences for being involved in several urban-scale development or retrofitting programs in Lyon and Paris. HESPUL also participate in working groups at national level for defining and implementing low-energy standards in the frame of the so-called “Grenelle de l’environnement” consultation process.
In the field of education and training, HESPUL accompanies teachers with students of all ages : from primary, through secondary to higher secondary for academic and vocational qualifications. HESPUL provides educational tools and supports the realisation of educational projects involving the school establishments and the local municipalities. Contact is established with the schools’ local municipalities through their elected representatives, and with the local communities through the students’ families. The objective is to impulse eco-school type projects and local intelligent energy actions.
